Completed and Failed Actions should contain Actions that have been scheduled but cancelled by the Turbo AI

Business Context. An efficiency action was generated by the AI. The Action was agreed with the App Owner and Scheduled. But then the business conditions changed - and the AI cancelled the Action (which is good). What is bad is that there was no communication to the app owner who thought their machine was going to be rightsized on the weekend. Suggestion is that SCHEDULED AND CANCELLED Actions are included in the Completed and Failed Actions. Obviously with new recommended actions being generated every cycle it would be insane to track them all - but could we track just the ones associated with a schedule?
