Discover Azure Storage Account Soft Delete Capacities

Discovery Azure Storage accounts and their respective soft delete capacities. Based on the soft deleted capacities calculate size of soft deleted blobs providing the ability to save consumption costs for Azure Storage that is not easily visible to account users. Note this is possible as I am performing this today using PowerShell and already available Azure APIs. 

The scan performs an inventory and calculation of all the Azure Storage Accounts. 

Requires network communication over port 445 for Azure Files (SMB). 

RBAC requirements: "Monitoring Reader" & "Reader and Data Access" within each subscription (target).

Note: The metric updates are only updated by Microsoft for Azure Storage every 4 hours. Changes made to the capacity may not show up immediately. You should allow for a minimum of at least 4 hours before running another scan for changes to appear.
