Add "Cluster Tags" to VM group creation

Currently there is not a way to create VM groups based on its cluster tag. This feature would provide a great way to create dynamic groups based on something we can extract from vCenter from other use cases.

For example, say I have a supercluster in vCenter1 made up of 10 clusters, 3 of which serve the supercluster. If I tag them in vCenter as supercluster, for example, I can automatically/dynamically create a VM group for all VMs in these clusters in the supercluster and add one simple group to any of those respective policies targeting this supercluster. This would clean up and simplify management of groups and policies greatly.
