We've discussed the proposed upgrades and made the following determinations.
Kafka 3.6.1 to 3.8.0 - Agree that an upgrade is needed. Upgrading Kafka will also remove the dependency on Zookeeper, so it will be removed.
Zookeeper 3.8.4 to 3.9.2 - Won't do. Upgrade Kafka instead and remove Zookeeper.
Consul 1.16.3 to 1.19.1 - Agree that an upgrade is needed.
Rsyslog 8.2310.0-4.el9 to 8.2406.0 - Won't do in the near term. Turbonomic relies on Red Hat to provide this package for compatibility with UBI9. Red Hat back ports security fixes to earlier versions. Version 8.2310.0-4.el9 is the latest available.
Nginx 1.20.1.14.el9 to 1.27.0 - Won't do in the near term. Turbonomic relies on Red Hat to provide this package for compatibility with UBI9. Red Hat back ports security fixes to earlier versions. Version 1.24.0 is the latest available and will upgrade to it.

We want to better understand what is driving this request. Please provide the reasons why each of the packages need to be updated to the requested versions. Are there specific security issues (CVEs) with these packages? Why are versions of Nginx below 1.27 no longer supported or approved in the VA environment?
