Reflect host provision actions in the "Host Optimization Improvement" widget

In contrast to host suspension actions the "Host Optimization Improvement" widget does reflect host provisioning actions (see attached screenshot). According to engineering the reason is that the real-time market does not generate move actions before an additional host is actually provisioned. But this leads to the fact that the widget does only reflect the effect of VM scaling and VM move actions without a hint that the cluster is congested and additional hosts need to be provided  or - even better - displaying the potential effect of the cluster scaling and the subsequent move actions. The Plan feature have to be used for this purpose.

If we are not able to outline the effect of cluster up-scaling (optimum für usability) in the real-time market, please at least add a hint that a number of additional hosts need to be added and maybe a link to run the according plan to see the effect.
