Enable a toggle feature to be able to execute actions in a more granular way for Database Server recommendations

Currently recommendations for RDS may have three distinct changes: Instance type, instance size, storage type. In cases where one or two of the recommendations don't make sense, allow a toggle to disable that recommendation (either on the action details page, or in a policy template). Example: An RI has been purchased for that account so you don't want the instance type to change but you are ok with the size and storage to be changed, you could toggle off instance type. Or if you are ok with the instance type and size to change but don't like the recommendation of downgrading from GP3 to GP2 (which seems to be a common issue), then toggle off the storage type change and execute the rest.
