Consistent sizing option for volumes Merged

In the case where a multi node SQL cluster is hosted on EC2s, and all the drives on each node in the cluster need to mirror their peers, there is only an option to enforce consistent sizing on the VM policy. However the volumes on the same nodes are getting different recommendations for Throughput adjustments, based on their portion of activity. So a standby node will be adjusted down while the active nodes adjusted up. Each node should have the same configuration so that when the load fails to another node it doesn't have issues.
