Make regionMap available through target addition page

Today when adding an AWS target, is the customer's SCP policies do not allow access to all regions (which is the case for 75%+ customers), they need to edit the regionMap to specify which regions they support. This has to be done through swagger and especially for SaaS customers (who do not have admin access), this step cannot be performed by the customer at all. Support receives multiple such requests every week. 

My idea is to make this functionality available through the target addition page at the target level or the probe level or both. 

This can especially be clubbed with the work being done around consolidating AWS target to be discovered through a single target.

    AWS accounts discovery failure due to their Organization APIs blocked by Service Control Policies has been resolved. The improvement fix is available from 8.15.4 version


    This change eliminates the need for RegionMap update and changes to overcome accounts discovery issue with SCP. And the user could look in the UI for the error and troubleshoot themselves to resolve the SCP issue from 8.15.4
