Parking runs into problems when VMs are too close to the Quota Limit

Business Case: Customer shut down 5 Azure VMs - and tried to turn them on in the morning - only 4 did- because the quota for that VM was exhausted. The Customer had to half the size of the machine - then it could start up.  What would be REALLY good would be 

a) WARNING if the VM's quota was 90% close to quota - visible in Parking - then the Customer might NOT suspend that machine for fear of not being able to start up those VMs again

b) if the VM is unable to start up with that machine type - than start it up with the closest available type of machine?

c) Maybe a better central area to avoid performance problems with Quota Monitoring and alerting. 

I'll be asking the customer to comment more on this.

    MS customers do not have access to subscription quota information.  Regardless, this IDEA is really better suited to being combined with TURBO-I-907 which is related to parking status/notifications.   A failure to restart due to XXXXXX reason is what needs to be sent via email.
