Restrict the number of RestAPI calls made to TWSz

We use DWC RestAPI to interact with IWSz for monitoring and batch operations (submit, restart jobs, etc.) for Mainframe as well as Distributed jobs. Also application teams create their own dashboards to monitor batches and workstations based as per their business need.

As a IWS administrator, we would like to limit the number of RestAPI calls made by the application teams. There are scenarios that multiple RestAPI calls being made to TWSz that leads to multiple job runs and overload that affects TWS performance. Currently there is no way that we can use to restrict the users to make only a predefined number of RestAPI calls to TWSz.
