Enable SSL configuration for Oracle database connections

We had planned to deploy IWS 9.5FP2 (MDM and DWC) into Amazon cloud however our environment is mandated to use SSL connectivity to RDS instances.

Currently only DB2 supports SSL which is not an option for us as Oracle RDS must be used in our AWS environment.

As per comments in support case TS003647915, WLP can connect to Oracle using SSL which is fine post-setup but dblighttool doesn't support SSL so we cannot build/configure the database entirely in AWS or install future fixpacks without migrating to and from AWS/on-prem, which is not a viable option.
