DWC - Manage Engine function was not enabled for Developer and Operator role to create Engine

OS Version - AIX 7.2.0.0
DWC version - 9.5 FP02

Manage Role Section --> Only Administrator role have access to "Manage Engine" function, there are many application teams in our environment, we had plan to assign Developer and Operator role for application team for perform DB and PLAN function, Manage Engine function was not enabled for Developer and Operator role to create Engine and perform the task.

It seems like Application team would be able to perform the task only when Administrator role is tagged to them, its again our audit standard, when administrator access granted to application team then there may be possibility for them to make changes to access level themselves in Manage Workload Security and Manage Role.

We would suggest to enable Manage Engine function for Developer and Operator role.

Additionally, we would suggest to enable option to create custom Role based on our requirement.

    We implemented customer roles with FP3, V9.5.0.3, so now you can create a developer and operator custom roles with the authority to create engines.
