Update batch reports CLI to not require full access to the database
We began piloting the command line reporting function for TWS and, through the support ticket noted, found out that in order for CLI reports to work with an Oracle database, the CLI must be granted access to the TWS object owner account.
This is inconsistent with the DWC environment, as the reporting functions there allow a separate account that has read-only access to the database.
For consistency and to appease security teams, it would be very helpful to bring the CLI reporting in line with what the DWC does.
