Containerised distributed Dynamic Agent support for Remote Gateways

Installations of IWS/d 9.X & 10.1 in a virtualised or physcal infrastructure currently supports remote GW for Dynamic Agents (see link below). Containerised Dynamic agents do not support this configuration as the GW is hard coded to localhost. This RfE request is to change this so GW can be set either in the Helm chart or docker-compose.yml file.

https://www.ibm.com/docs/en/workload-automation/9.3.0?topic=agents-dynamic-agent-gateway-installation-examples

This will allow customers who want to restrict network connections between kubernetes clusters (for example) to a small number of gateway dynanic agents and all other agents connect to the gateways. This will increase IWS/d Dynamic Agent capabilities in a containerised envirnonment.
