it should be possible to set "JOB_OBJECT_LIMIT_BREAKAWAY_OK" on/off on serers/agents

APAR IV69547 has been created to update the dynamic agent. The flag (JOB_OBJECT_LIMIT_BREAKAWAY_OK) will be added into TaskLauncher so that it will be inherited by jobs running on
Dynamic agents too.
This should be made as an optional setting (localopts?), so it is possible to disable on servers where this functionality is not needed.

    This requirement is not in plan for 2022 and it's been open for a long time. So we close it, please re-open it in the future if still needed.
