Block ability to start Batchman during Switchplan

Following an issue with a corrupt TWS master (see TS013817687) we would like to request that something is implemented to stop anyone performing a "Batchman Start" when switch plan (or any other job/process that could result in such severe corruption) is running.  
It seems it is very dangerous for us, or indeed any other customer to have the possibility of doing this again.
Could something be put in place at future releases to ensure the stability of the product should such circumstance ever arise again.
Note:  This was on our Extended Support 9.3 system.  I am assuming that it has not already been done on newre releases.
