In a Windows HA (High Available) environment, provide a mechanism to define FINAL Jobs and Job Streams on a virtual workstation that can be resolved to the active MDM

With the advent of Automatic Failover feature introduced in 9.5 FP02, FINAL can be defined on an Extended Agent and resolved to the active MDM.  This results in turn key solution where no admin intervention is required.  Unfortunately, this is made possible by creating the Extended Agent with the method, unixlocl, which is only available on Unix/Linux systems.  A similar mechanism needs to be provided for the Windows system.
