The logi behind the feature is that each user can see only their own submission. Please open a specific requirement if you need a different capability, consider that this was true also with the previous version of the Self-Service Catalog.
Yes, it is the business partner that submitted these to us. I do see now that the "My Requests" tab satisfies the first requirement and will need to educate our business partners on this. But I still can't see a way to satisfy the second requirement.
