Loop prevention between JOBSTREAMs in the current plan on IWS MDM

The subject of the development request concerns the detection of loops on the current plan of IWS MDM Linux in the Forcast process and the blocking of the calculation of the current plan upon detection of a loop. In detail, the process must work like what is already in place in the plan extension techniques on ZWS (loop detection in the TRIAL + no generation of a new CP upon detection of a loop).

The primary objective is to never mount JOBSTREAMs in the current plan "in a loop" with other JOBSTREAMs.

If several JOBSTREAMs form a loop through external dependencies, we want:

1. For the Forcast process to generate an alert and list all the operations and JOBSTREAMs involved in the loop(s).

2. That the PLANMAN process generates an error with the list of all operations and JOBSTREAMs involved in the loop(s) without modifying the plan.
