GCP Workflow Plugin: Allow Specifying Different Billing/Quota Project

Currently, the Google Cloud Workflows plugin (12.2.0.03) for IBM Workload Automation (IWS) appears to limit workflow execution to the Google Cloud Platform (GCP) project associated with the Service Account specified in the IWS connection definition or, implicitly, to the one used for job authentication.

Our requirement is to have granular control over the attribution of billing costs and API quota consumption for the calls made by IWS jobs using this plugin. Specifically, we would like to be able to explicitly specify a "Billing Project ID" (or "Quota Project ID") different from the Service Account used for authentication.
