Add CANC P status to dropdown for event rule monitoring Job Stream change of status

Our staff were somewhat surprised by the CANC P status because we really have no collective memory of encountering that before. It would be probably more truthful to say the status was overlooked, assuming that it had been cancelled, but nobody could figure out to release the following schedule iterations. We need to send out an alert when a repeating schedule such as this goes to CANC P status, because we have a number of important processes using this model.

We tried to set up a status change event rule in the DWC but CANC P doesn't appear to be available in the drop downs. Inspecting the formulation of the html composer files for a job status change event rule, it would seem that the format could accept a CANC P.
