Environment variable to indicate if a job is a RERUN

It would be very useful if when a job runs, there was an environment variable that indicated whether the job is a RERUN or not. Maybe, set a UNISON_RERUN to 0 on the initial run and then increment it for each successive RERUN of the job instance.

This can be estimated by storing the UNISON_JOB and UNISON_SCHED_IA and checking if UNISON_JOBNUM has changed, but this is not a perfect solution.

Note, this is specifically for job RERUNs, not repeating EVERY jobs (but maybe another variable to indicate the repeat count for an EVERY job - UNISON_EVERY, starting at 1)
