Time Out when large access error encountered

As discussed in TS021210446.... We had an issue when a user put in the command
-m sched @#
AWSBIA291I Total objects: 88813
AWSBIA288I Total objects updated: 0

This was done in error, but TWS hung for over 20 mins not submitting jobs on agents/pools.

Giulia suggests this is how the product is designed, but in a large environment like ours we cant really allow someone to do something (even in error) that can stop batch execution, and has suggested we raise this RFE to stop such issues.

Is it possible to block this in anyway so that maybe it would not allow such an open command to be entered.  eg only TWS admins can modify all.  Or if some command like this is entered, can it time out sooner after eg 100 attempts and free things back up again?
