Greater visibility of AT times in the DWC

The integration of AT times as an explicit, visual dependency within the Dynamic Workload Console (DWC) would bridge a critical gap between time-based scheduling and dependency logic. Currently, an At time often acts as a silent gatekeeper; a job may appear Ready in terms of its predecessors but remains in a Waiting state without a clear, immediate visual link to the clock. By elevating the At restriction to a formal dependency status—complete with its own entry in the Impact Analysis and Predecessor views—operators could instantly identify exactly when a stalled workload is slated to trigger. This transparency transforms a background constraint into a foreground insight, allowing for more precise forecasting and reducing the time spent investigating Ready jobs that aren't yet running
