Add support for SSL Communication between the scheduler and DB for Oracle Databases at 10.2.x

Our company's Security requirements state that all communication should now be encrypted. We are starting a project to upgrade our IWS Scheduling system to 10.2.7, but as we are using AWS RDS Oracle database, we have found that we cannot encrypt the DB communication as this is only available for DB2 and PostGres. As a result, we need to get a waiver to allow us not to use SSL, but we would like to add it in at a future date.
