Add support for MSSQL instances

Currently, any multi-tenant setup on SQL (aka SQL Instances) is not supported. The request is to add support - and the ideal solution would be to allow Turbo to enumerate all SQL instances via the SQL Server Browsing service.

Turbo should not recommend Disk Size changes for Azure HyperScale DBs - they autoscale.
