Provide a means of identifying/managing policies with no/empty scope groups

As a user I would like the ability to identify policies that no longer have a scope group associated or groups that no longer have any members, so that I can ensure my automation is being enforced correctly as well as reduce "clutter".

When creating a volume scaling policy I want to be able to easily select groups for the policies in the same way as the VM policies work.

Currently I have to use a regex expression to include all the groups that the policy applies to. This is highly inconvenient as every time I want to add a new group to the policy I have to construct a new regex expression.
