When creating a volume scaling policy I want to be able to easily select groups for the policies in the same way as the VM policies work.

Currently I have to use a regex expression to include all the groups that the policy applies to. This is highly inconvenient as every time I want to add a new group to the policy I have to construct a new regex expression.

Breakout list of user-defined policies into entity type to match the list provided in the group management UI

Current groups are broken out by VM, Account, DB, etc. In policies they are only grouped by imported, user defined, etc. Would be more useful to add sub sections by policy type: VM, Volume, etc.
