Allow for scaling actions that do not block move actions

As a user I would like the ability to configure Turbonomic to ignore scaling actions when consumers shop for providers in the Market, so that I can enable WPA/Move automation before I enable automated scaling actions and not impact any move actions.

Find a way to store historical vm data after cross-vcenter vmotion

Application and capacity teams would like to have important historical information, which get lost on cross vcenter vmotions. This is a hurdle to really adopting superclustering throughout our environment.

Allow for managing VM-to-VM anti/affinity rules directly in Turbonomic

As a user I would like the ability to create/modify/delete VM-to-VM affinity/anti-affinity placement policies, so that I do not have to create/modify/delete these rules in vCenter.
