Full cloud support for MTTrapd probe in NOI 1.6.9

Currently MTTrapd probe is not supported as a containerized service in NOI 1.6.9 full cloud implementation. Few applications only support SNMP traps and we had to install the probe in a separate VM or jump server to read the traps and forward them...
