For HA workloads (consistent resize), allow Match Cores

Today Turbonomic matches utilization based on MHz. There are use cases for when teams would want to have all their vms have matching core counts. Please add functionality to match by core count for Consistent Resize capability.

Add group filter "Cloud Tier" for Database Servers entities

If you want to create a group with all databases with version db.r6g as example, you can't use the cloud tier as a filter. Customers can't limit the resize to his own family, since Turbonomic is not RI RDS aware.
