IT Planning Event Log : open function for Cost Center Owners

Currently Event Log is useful, but it is only visible for Admins. Especially for cost centers managed by multiple users, these cost center owners want to see who eventually has done a change.

Would be helpful if we can generated reports with executed actions, around the resources and billing salving, similar as a report that we have to pending actions. A report that i can filter by tags, or clusters, or targets.
