Reports to be Accessed for Closed Time Periods

End-users who do not have admin access should be able to access the reports even for closed time-periods otherwise the reports might not be helpful to them and each time an admin would have to intervene to keep changing the time-periods.

Ensure stacked bar charts can be limited to show set # of elements on the axis, but no limit on the stacking

Cloudability should have unified approach to resolving tag conflicts for all cloud service providers

Currently Cloudability is treating empty tag values in Azure differently than in GCP as my organization is using multi cloud architecture, we would want to be able to apply same logic and expect same results for all the cloud providers that we use.
