    when upgrading, we may not be able to upgrade as quickly as IBM releases (quarterly). We shuld be able to upgrade from a few revisions behind without having to do intermediate upgrades. i.e. 4.9 to 4.12 should be done in one step, not 4.9 to 4.10 to 4.11, etc.
