Add historical reporting features available on IWS to IWS on Cloud.

IWS on Cloud (SaaS) does not provide the historical reporting features available in the on-premise versions. The "historical reports" features should be available to SaaS customers too. The priority is on "job run history".

For HA workloads (consistent resize), allow Match Cores

Today Turbonomic matches utilization based on MHz. There are use cases for when teams would want to have all their vms have matching core counts. Please add functionality to match by core count for Consistent Resize capability.

The Transformation maps should be in Persistent volume or there should be config maps to define transformation maps.

Currently, Cloud Native Watson AIOPS have no stable way to add wires, as custom transformation are deleted with WebGUI pod is restarted. There has be better way tom manage custom wire for user defined dashboards.
