Azure Sql Db scaling shouldn't only consider DTUS but also IOPS

As a user I would like to push Kafka topics to multiple brokers/consumers, so that I can use built-in SaaS reporting as well as provide the data for internal BI teams

The customer would like the ability to create an "Actions" widget in their dashboard to showcase the action executed for a particular business unit. We created groups for these business units in Turbo based on customer tags but that scope is not supported in the "Actions" widget

Being able to showcase actions executed on the basis of a business group would allow for more friendly competition within departments to get a "better turbo score" and track their individual teams progress.
