Adjustable lookback period for rightsizing recommendations is required.

Pulling report for Executives and the Rate dimension reflects zero cost, but the Usage Quantity and Cost Total reflect and expense. Quantity *0 = 0, but there is expense, so the Rate dimension is not reflecting correctly.
