Add more info for the display of "No Data Available" to distinguish whether data is unavailable or there is no data.

For example, with"Nesessary Investment" widget, if there is none of Investment related actions, it shows "No Data Available"....but it should be showing as "No proposal" ... I would like to be able to distinguish between them. (Data should be avai...
