Consolidation of user roles, permissions, and row level security into one place

We would like the selection of user roles, permissions, and row level security to be under the access administration tab.  Specifically in the access wizard, we would like to be able to add the user roles, permissions, and row level security all in one place. This would make a more streamlined process and save time and confusion on creating a new user. We have forgotten to give permissions and row level security and that becomes a problem for the user.  It would reduce the amount of help desk tickets with access issues.
