Finalizing the Plan Auto Approves the cost Object which is not correct behaviour

Case # 00341773 was closed stating that this is expected behavior and they asked us to raise an Idea. 

The Problem is that client uses a new plan each month and the old one needs to be read only for the users. 
In order to make it read only for users we have to Finalize it and while finalizing the plan the message pops up stating that the -Unsubmitted Cost objects will be submitted

Error 1 - The pop-up message does that specify that all the Cost Object will be Approved. If everything is auto-approved, it fails the hard work leaders are actually putting in for other departments.
Error 2 - It also says that a high number of cost objects have unsubmitted changes whereas not all of them have changes, they just are 'In progress' state from the time the plan was opened.

Proposed Solution -
1) The pop-up message should be corrected.
2) OR The Objects should be in submitted status only 
3) OR There needs to be a feature via which we can make the open plan read only for users without Finalizing it.

    We've updated the message that appears when Finalizing a plan to show:

    Finalizing this plan will make it read-only for all users. If you need to make further changes to the finalized plan, you can re-open it. 

    Note: There are x cost objects with resubmitted changes. Selecting Submit All Changes and Finalize option will trigger snapshot creation for all the resubmitted cost objects. If you prefer to submit without snapshot creation, select Finalize Without Submitting Changes.
