Need the ability to turn off widgets that are not being populated

We are currently launching our Planning instance with cost center owners and our environment only contains OpEx expenses with no labor data (due to some finance team concerns) so we have an empty Labor widget on our dashboard.  I understand that TBMAs can't edit the Planning dashboards as we can in Cost Transparency, but it would be nice if there were check boxes or toggle switches that the TBMAs could use to turn those widgets off/on if they aren't being populated. Users are asking us to hide them and asking why they are blank, so we are repeatedly having to communicate the lack of functionality in the platform.  

We would also like to have the ability to hide the CapEx dashboard since that is not part of our Phase 1 launch. We have been communicating to users in our Orientation sessions that this phase is strictly for OpEx, but we continue to receive questions about CapEx dashboards being "broken" because they are blank.
