Align Cross‑Charge deduction to the Resource’s default Project (Labor tab) instead of the activity Project

In Apptio Planning, when a cross‑charge is generated from the Labor Activity tab, the resulting charge and chargeback lines on the Summary tab both correctly reflect the Project selected on the Labor Activity entry.

However, this creates a project-level imbalance when the resource is dedicated to a different (default) Project in the Labor tab:

  • The charge and chargeback are both applied to the activity Project
  • The resource’s default Project (from the Labor tab), where the resource capacity and baseline cost resides, does not receive the corresponding cross‑charge deduction
  • As a result:
    • The activity Project receives both cost and credit (netting incorrectly)
    • The resource’s default Project retains full cost with no deduction
    • Total costs by Project are therefore misstated

From a Cost Center perspective, the cross‑charge behaves correctly. From a Project perspective, the logic is incomplete and causes systematic over‑/under‑statement of project costs.

Requested enhancement (optional, backward compatible):
Introduce a configuration option that allows the cross‑charge deduction line to use the Project associated with the resource in the Labor tab, while keeping the charge line aligned to the activity Project.

This would mirror existing Cost Center behavior, where the deduction is applied to the owning entity of the resource rather than the consuming activity.

Business impact / value:

  • Restores project cost integrity for project‑dedicated resources
  • Eliminates recurring manual offsets currently required to correct project‑level chargeback distortions
  • Improves trust in project TCO, portfolio reporting, and financial governance
  • Scales cleanly for matrixed teams and project‑based delivery models

Acceptance criteria:

  1. Charge line remains on the Project selected in Labor Activity
  2. Cross‑charge deduction line can optionally use the resource’s default Project from the Labor tab
  3. Behavior is controlled by a configuration toggle (current behavior remains default)
  4. Project‑level totals correctly reflect both consumption and deduction
