Allow Apptio KPI summary (e.g., CAPEX Total and Project Total) to be configurable or replaceable with metrics that better match business usage

Apptio plan summary KPIs currently display fixed tiles such as CAPEX Total and Project Total, which are automatically populated based on forecast plan data. However, in IBM CIO organization these metrics are not actively used, resulting in dashboard space being occupied by values that provide limited insight (often showing $0 or N/A).

The idea is to allow these KPI to be configurable or replaceable, enabling teams to surface metrics that are more meaningful to their goals. For example, replacing CAPEX or Project Total with a Vendor Count KPI, including the ability to define a target value (e.g., end‑of‑year vendor reduction goal). This would make executive summaries more relevant, actionable, and aligned with actual financial priorities.
