Advanced Labor allocation Rules - %age of another rule's result (eg add tax to pension)

We have a problem in our Labor cost allocations where some costs have National Insurance (assume 15%) applied on top, eg annual bonus. In most cases elsewhere in the company, this looks like this:
(Salary * 115%) * (bonus%) = total bonus payment. 
In apptio, we cannot stack these percentages like this. Instead we have to bake the NI into the bonus rate (so a 10% bonus rate becomes 11.5%, a 20% bonus becomes 23%, etc). This can cause confusion, as anyone comparing the rates in Apptio to the offical source will see a discrepancy.

What would be useful would be an ability to declare an Allocation Rule to be a multiple of another rule, rather than having to be based on Base Compensation/Other Compensation. 
This would let us calculate totals based on the rates we'd show internally, and also accurately display the NI cost separately.

This would also be useful for other staff benefits that attract NI/tax, and other more complicated processes.
