Enable configurable Hover Tooltips for Row Values in Reports

Add the ability to display configurable hover tooltips on row values within reports. This would allow users to view additional context, descriptions, or commentary without leaving the report, improving usability and reducing report clutter.

Examples include displaying a one-line project summary when hovering over project names, showing additional commentary for cost centres, providing business context for applications or services, or surfacing key metadata for initiatives and investments. This would make dashboards more informative while maintaining a clean report layout.
