Use websockets to establish communication between MCM Cluster Hub and the managed cluster (Public Cloud)

Sometimes the cluster hub could be installed in a data center with several security restrictions, with some exceptions the customer could open the outbound traffic to internet, in order to manage another cluster like EKS, AKS, etc. but at the end those cluster lies in public cloud providers. The problem comes when the customer needs open inbound communication to expose the kube api for the cluster hub. But if MCM make this link with websockets (or another kind of subscription) that only use outbound communication with the public cloud cluster. This is an opportunity about 4.5 M at risk, close date 06-30-2020 (N4-DEA5JU3)

    Needs to be requested via RedHat for RedHat Advanced Cluster Management.
