Ensure alerts are reliably delivered even during temporary outages

Hi,


At the moment when an event triggers an alert the channel doesn't guarantee delivery of the message or action and it even doesn't log what has happened of if anything happened at all. Therefore we request to improve Instana’s alerting mechanism to guarantee that alerts are sent out even if there is a temporary outage (e.g., network disruption, backend unavailability, or short agent disconnect). The system should queue or buffer alerts and automatically retry delivery once connectivity is restored, ensuring no critical notifications are lost.

Benefit:
Improves reliability of alerting and ensures operational teams are informed of incidents without gaps, even during transient connectivity or infrastructure issues.
