Add AIOps alerts API to add and query activity comments

Customers migrating from NOI to AIOps are used to event journals. Journals are not only used for adding manual user comments, but are also used for adding important event lifecycle information (enrichment successfull/failed, incident requested/created/faied/...).
Even if AIOps supports the alert activity comments, there is no option to add this data via API. If using an Impact integration for enrichment etc,, we are able to update the alerts but are not able to add activity comments.
This should be a basic functionality in AIOps as well, especially for customers coming from NOI.

There are some other RFEs going in a similar direction and requesting comment API functions.
