Netcool ObjectServer REST HTTP enhancement to support OAUTH with Kerberos

This request is to update/enhance the authentication methods used by the ObjectServer HTTP/HTTPS REST API from basic http auth to using industry standard OAUTH this would allow for the usage of Kerberos keys reducing the need for passing passwords over the network.

This request follows along the lines of an earlier RFE, https://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=112977 that IBM engineering suggested we follow using the HTTP interface.
