Scrolling API support for Message Bus probe

The only method available in MCP R4.0 to handle an alarm query which returns results greater than 10,000 records is to utilise the scrolling capability.
The current version (10) of the Message Bus supports pagination - however there is a restriction on the MCP side where a maximum of 10,000 alarms records are available via the default API. This means in larger networks where the alarm count is likely to always be higeher than 10,000 records - synchronisation between MCP and Netcool via the Message Bus probe is not possible.
